People turn to militancy when justice fails, says Moily

PANAJI - A failure of Indias justice delivery system will only end up feeding Maoism and militancy in the country, union Law Minister Veerappa Moily said Monday.
Moily was speaking at the inauguration of an international arbitration centre in Goa.
It is because the people are not getting justice that there is Maosim and militancy in this country. It is not their fault, the law minister said.
Moily also said recent statistics showed that only four percent of the people in India opted to use judicial recourse to ensure justice.
We have to abolish old techniques and bring in new ones. Thats what our government is trying to do We are trying to get to that stage where there will be no case pending for more than three years in any court, Moily said.
The 13th Finance Commission has set aside Rs.15,000 crore to bolster infrastructure in the lower courts and the high courts, he added.
In India, people trust justice, but do not get justice, he said.
